Global Humanitarian Specialist

We are seeking an experienced Regional Cash and Voucher Advisor to lead our team in developing and implementing cash and voucher assistance strategies in crisis contexts.

The successful candidate will have a proven track record of providing strategic direction and coordination for the development and implementation of cash and voucher programs in project countries.

Key Responsibilities:

Lead the development and implementation of CVA strategies in anticipatory actions and emergency responses, provide operational support to Country Offices (COs), draft SOPs adapted to global and national policies, participate in sector coordination mechanisms, and promote feasibility and market analysis based on available information.

Provide technical support in the design and implementation of AVC interventions. Assist in identifying the most appropriate delivery modalities according to context and needs. Conduct feasibility, risk and opportunity analysis for AVC (multi-purpose or sectoral: protection, food, education).

Represent Plan International in AVC clusters and regional platforms such as CALP, REDLAC and R4V. Contribute to stakeholder mapping and inter-agency coordination processes. Conduct or support analysis of market, supplier capacity, protection and fraud risks.

Systematize experiences, lessons learned and contribute to case studies. Participate in field missions and needs assessments. Train Plan humanitarian staff and local partners in AVC. Promote regional technical exchange on AVC practices.

Support the integration of AVC in proposals to donors. Contribute to positioning strategies and technical advocacy with donors. Collaborate with Business Development for proposal writing. Review of the technical Cash and Voucher part of the Plan proposals (ROAH and COs).

Required Skills and Qualifications:

University degree in Social Sciences, Development, Economics or related field. Minimum 5 years of experience in humanitarian contexts with focus on AVC programming.

Experience in intervention design, SOPs, market analysis and multi-sector coordination. Excellent writing and systematization skills. Languages: advanced Spanish and English required; French strongly desirable.
